The international adoption of workplace performance standards clustered as national qualifications to meet training needs for jobs and occupations has strengthened the rationale for development and use of National Qualification Frameworks. National Qualification Frameworks made up of integrated quality components are seen as almost universal enablers for countries to respond to the flexible, changing and emerging demands of the new workforce.
Creating National Qualification Frameworks, national curriculum, company human resources development plans or upgrading institutes training products to keep pace with the changing skills demands can be a daunting task. However, with the examples and resources available in the Career and Technology Education Framework™ (CATEF) it becomes cost effective to create: outcome based standards, cluster standards for jobs or occupations, develop curriculum and learning materials, develop authentic assessment materials, design training pathways for all, implement school to work programs and deliver flexible face to face and online learning all with industry involvement that can lead to recognized and valued certifications.
The “how to” tools and ideas provided in CATEF are based on recent AVA projects and TVET research and are presented as a “model” for users to adopt or adapt. |
